In the aftermath of the Asian tsunami, a new law in Sri Lanka prevented survivors from rebuilding their homes within 100 meters of the coast. To ensure this mandate was followed, the government spread rumors and issued false warnings to the media about more tsunamis being on the way. Filmed on the island's ravaged coastline, Sri Lanka's survivors of the 2004 tsunami are now also the victims of the government's bureaucracy and greed
